Randy Bullard is the Head of Investment Management at Hightower. In his role, he leads the development of Hightower’s first centralized investment management platform that brings together institutional research and internal knowledge to equip advisors with scalable tools and strategic guidance to enhance client outcomes.

Prior to joining Hightower, Randy served as Global Head of Wealth for Charles River Development, where he worked closely with its wealth partners to implement solutions for financial advisors and clients while also leading product and service development efforts across the wealth management industry.

Previously, Randy was General Manager for Wealth at SigFig, a prominent provider of digital wealth management programs to major banks and wealth providers globally. In 1999, he founded Placemark Investments, an influential firm in the development of Unified Managed Account (UMA) programs, helping transition the industry from siloed separate account and mutual fund wrap programs to integrated UMA platforms.

Throughout his career, Randy has played a key role in building and operating large-scale wealth management programs for firms including Wells Fargo, UBS, Smith Barney Consulting Group, RBC Wealth Management, Oppenheimer Asset Management, TD Ameritrade Institutional, and BMO Nesbitt Burns. He is widely published and a frequent speaker on topics such as digital wealth management, UMA programs, and ETF-based solutions.

Randy’s early career was rooted in technology and systems development, leading engagements for Goldman Sachs and Citigroup within the wealth management and retail sectors.

Outside of work, Randy is an avid scuba diver, downhill skier, and adult leader in Boy Scouts of America Troop 1001. He’s a husband, father of three, amateur chef, and master of the smoker, barbecue, and Cajun cooking. A passionate college football fan—especially of the SEC—he’s not to be disturbed on Saturdays during football season.

Randy holds a Bachelor of Science in computer science from the University of Texas and has successfully completed the Series 63, Series 65, and Series 72 examinations.
